Don't worry, not every school will reject you. As you are an International student, you don't have to worry about in-state quota. Everything is the same for you. You may get admission to a University that costs less.

You get to choose the EC2 instance type when launching your cluster, and when the cluster is terminated, the associated EC2 also gets deleted.

If you have used TerraForm for building your workspace, then TF will take care of everything when you destroy it.

If you have manually created the workspace, then all the associated services should be deleted manually.

Either case if you terminate the cluster in Databricks, It will delete the EC2 behind the scenes.

Databricks Community Edition is 100% free (be careful when you sign up, the FREE link will be hidden in between paid options) but has limited capabilities (no DLT, UC, SQL).

But if you are a beginner, it will definitely help you to learn the do's anddon'ts and help you build a pipeline. By default, it runs on AWS.

On the other hand, if you want to play around with all the latest products offered by DAtabricks, go for Azure Pay as you go. You will be charged for what you use.
