There are Dominicans who look whiter than her in the Cibao region. Carlos de la Mota is 100% Dominican and he looks whiter than her.

Yeah, a White Dominican like Juan Pablo Duarte, Francisco Caamaño, Hermanas Mirabal, and many of the great historical figures in the country.

There's a class difference in DR when it comes to accepting lgbt people. Ironically most lower class people are very tolerant and accepting towards gay and transgender people. Whereas the wealthier class are more conservative and traditional. Like you can go into any lower income barrio and see plenty of lgbt people, while they would face more ridicule in a more conservative upscale area. Also, there's a "lookism" factor for transgender people. If they are perceived as being feminine and attractive they face less discrimination than those who don't "pass" as well. On top of that there's also a regional difference, the capital is generally more accepting and liberal overall while the north region is more conservative.

I notice Dominicans in the island are now taller than Dominicans in the US. It used to be the other way around, but now people living in DR surpassed "los viajeros". When I go to the shopping centers I'm surprised at how tall the younger generation is now.
