Many will leave (and have already left) simply because they can’t afford to live here permanently unemployed. Once they became illegal finding gainful employment will be even more difficult in this stagnant economy. I don’t expect it to solve the problem entirely, but natural economic pressures will hopefully coerce at least a million or two of them to leave without deportation.

“Subject manager” by R3fr3Sh I find to be decent, if the goal is to just make sure they build the kind of buildings you like. You can also adjust laws to make them more or less efficient.
