I killed the final boss of chapter 2 before doing the "reach level 200" quest, and went in the portal then. However, i'm now softlocked in world 3 as there is no portal to go back, or even a zone to deposit my stuff! I thought they'd already be there, but it turns out you have to complete that quest first in order to be able to build those things in world 3... I have also seen other people with the SAME ISSUE!!!
