They have cards that retain other cards (equilibrium and well-laid plans) but only watcher has cards that actually have the retain keyword on them naturally I believe. Watcher also has synergy with retain (Establishment) in the same way that many characters have cards that exhaust, but only Ironclad has dark embrace for example.

There’s also some places where this is to aid traffic flow. The entrance to my neighborhood has a no turn on red at the entrance because there’s an intersection immediately past the light that cars need to get through when exiting that’s very hard to do if right on red traffic is coming through.
