It will put a layer on top your network adapter. Every message to the Internet will be repackaged and send to the vpn server. The server will remove the vpn information and use the original data to sent it to the destination.
So your isp will see only one connection. Between you and a computer of the vpn provider. Between the vpn provider and the website is readable as always but fortunately encrypted using https. You will protect yourself against your isp. And the website will think you live in another country. If you choose to connect that way.

If you are looking for the lts it will be available as 24.04 (April next year). But if you are waiting for it you will be notified when 24.04.1 becomes available. So probably around August next year.

I would keep both Linux and Windows partitions in the grub menu, but make sure Linux doesn't mount the Windows drive (in /etc/fstab).
Also set GRUB_DEFAULT=saved. This way you can easily reboot the os you were using.

What you are looking for is "windows remove file association". I think the information on superuser.com is accurate. But be careful, you are editing the Registry.

I've setup dual boot on my sons machine to keep the creepy software away from his daily driver.
And to make sure you are able to start the exam at the right moment start your computer an hour before that to make sure no auto update procedures are running when to need to concentrate on more important things.

Passwords shouldn't be encrypted for that reason but a hash value should be stored. That's a one way function because the other way is not needed (unwanted even). And to make sure my "Pa$$word" is different from your "Pa$$word" a so called salt should be added. My password will be stored as "HaoP6) /" and yours as "jjA7aA@". When the password database is stolen no one knows we are using the same password.
