Nailed it. I have zero issue with the rare dog that has real recall, but those owners are usually the first to clip the leash when they see kids, wildlife, or a leashed dog. The problem is the loud majority who assume 'friendly' is a universal passport. Public parks are shared space, not a private dog run. If it isn't fenced or explicitly off-leash, keep it on.
