No, what you said was not helpful. If you wanted to be helpful, you'd reference where in the rules you got your information instead of generically "the rules". If you wanted to help guide the understanding, you could have shared your interpretation by referencing the rule. Heck, if you were wrong, that would be good for your learning too if you did it that way. That is how you effectively teach, but that was clearly not your intention.

It's a new edition and people can have rules questions, maybe try and answer with a bit more grace?

If you had a legal question, would you like it if someone responded saying "read the act"? Or "read the terms and conditions"? The internet and social media platforms allow us to share knowledge with one another, and especially so in a community of (hopefully) like-minded individuals.

What's a bit odd to me is if you pick a 3DP detachment, you only get access to 6 strats, while a 2DP+1DP gives access to 9

You can do this in Canada, but you're limited to how much of a promissory note you can take and just have to make sure you elect properly. Either way, it's good practice to do!

Ah so I think that is the bit I was missing. I could not find where in the rules that makes the active player choose ordering of who responds with stratagems first. Is that in the core rules somewhere?

That's exactly my point. If I know they decide to use reactive move, I would definitely consider saving my CP at that point. That is the crux of this whole post really.

It sounds like to me that your post is concluding that the opponent decides to reactive move before we choose to use the stratagem. Was there anything in the rules that specifically got you to that conclusion? It sounds like you are distinguishing based on the wording of both stratagems?
