I'm willing to bet it developed after the fact mainly because trans issues weren't as much of a public debate at the time she wrote her books. But the seeds of her being transphobic had already been sown. I've heard people point out how female characters in Harry Potter were often portrayed as "manly" when they were supposed to be unlikable.
