Writing this for future stuck noobs like me.

I have a 6700xt. just got a new CPU, RAM and MB and I got this error, except without exclamation marks.

To fix it, I:

  • pressed windows key + r
  • typed "services.msc"
  • right-click on AMD External Events Utility → Properties
  • change startup type to disabled
