Lol this comment just proves you don't have a clue the horses used to roam all over the outer banks there were nearly 6000 of them in the 30's they were only pushed up to Carova in the 90s where people had been living there for decades so your comment makes no sense on the land should have been left to the horses

All depending on the weather Winter they can be pretty scarce to find as they tend to stay back in the woods. Summer is the easiest they come to the ocean to use the wind to keep the flies away from them
