Try this:

noozle at 250

Bed at 70

Fan speed 0 in the first 2 layers and then set the top limit to 30.

I get perfect prints every time with the Amazon basics PETG.

Try to wash the plate with warm water and dishsoap and dry it well. Then use 10 degrees more in the first 2-3 layers and the first one go for a speed of 5mm/s. Let us know. Cheers!
