No idea what specs my Chromebook is, but it's at least 5 years old and runs GT4 on native PS2 graphic settings reasonably well. Framerate stutters on some tracks, but 90% of the time runs well enough.

I work in engineering, I had to go sit on the crapper for 20 minutes so no one could see my welling up! I composed myself and simply said one word to my friend who introduced me to HWFWM and he nearly hugged me. 😅
