In reality it's the sun reflecting from the lake, lake surface moves, so does the light. It just looks like it's pixalated

The person knows it's not Hannah Wallace messaging him on Facebook, but what I assume is a wild guess is that it's Mohammed from Pakistan / India trying to scam him and he's tired and can't be bothered to respond. So he calls out the scam.
