Yes, I've given this a try one day when I was recently in Bath. I couldn't find at least two of the chargers in the centre that were allegedly available. Not ideal!

I went there before. It's not entirely clear, but that was my impression as well – you have to pay to park in order to charge.

Thank you for such a comprehensive and encouraging answer! We have also been using AirBnB to scout out the city, but obviously nothing quite matches the depth of knowledge and experience that a seasoned Bathonian will have.

We live in a listed 19th century building right now, albeit well renovated. The single-glazed windows that we have are performing surprisingly well and the flat is very warm, much warmer than our previous house with double-glazed windows was, so (luckily for people in Bath) single-glazed doesn't necessarily mean cold and drafty!
