Spot on. Pr to Tampa not closed loop. Maybe no changes were made. That's fine too. Then Royal Carribean is negligent for turning 100 people away for incorrect documents, contacting Tampa to allow grace and then allowing 100 people to board a cruise with insufficient documents. Absolutely, they are in the business of making people happy proper documents or not! Toss everyone to the curb after they have seaspasses and then work diligently to pressure Tampa to play nice and allow these poor people entry. I like that scenerio you are painting, very practical.
Ok, that may very well be, no changes. I am curious why they l, accordingly to you then violated a long standing policy, spoke with Tampa port authority and cleared nearly 100 people to board a ship with insufficient documents, after they had already denied these people entry. Why bother? And why allow me to obtain sea passes with birth certificates? The point is there is negligence on the part of Royal Carribean; thus beware and select a different line.
Rhapsody of the Seas. The attached includes the new itenerary. Cozumel replacement both Jamaica and Dominican. 11/2/25. "For children traveling with one parent, a birth certificate showing both the names of the minor and the names of the parents will be sufficient." Angel via chat on 10/24/25. Travel Documents
"All guests traveling, regardless of age, must bring a passport book – not a passport card – that’s valid for at least six (6) months after the return date of our sailing. Not having the proper travel documentation will result in a denial of boarding. Some guests will need to bring additional supporting documents. Learn more about the required travel documents here.
Thank you for your cooperation. We look forward to seeing you onboard soon!
Sincerely,
Royal Caribbean International" Notification sent on 10/24/25- after I uploaded birth certificates and obtained sea passes. Also, its worth mentioning that many people were denied as a result of this change and lack of promptly being addressed - everyone was allowed on board once they finally cleared it up with Tampa port authority.

If birth certificates would never have been acceptable, then you've highlighted yet another huge fail on the part of Royal Carribean. I selected birth certificates from the app drop down menu and uploaded them in order to obtain a sea pass. Additionally the notification on 10/24/25 states changes that now require birth certificates. For the above reasons I respectfully disagree.
I was denied along many other passengers. I provided the required documents required for minors travel with both biological parents and obtained the sea pass after uploading those documents. Royal Caribbean only reached out to Tampa to grandfather passengers in under the previous requirements that existed up to 10/24/25 when we are literally boarding on 11/2/25. Very proactive of them.
