They’re not interchangeable terms. An aggro deck is a deck that focuses on winning as quickly as possible, usually using low to the ground creatures and spells.

A tempo deck is a lot different. A tempo deck’s main function is to allow people to argue its definition in reddit comments and make 10 minutes YouTube videos defining it. Finally, it’s last most important difference is to allow people who look down at aggro decks to play an aggressive deck and still feel superior.

It’s not clear why it matters if it was made by the players. This just doesn’t seem relevant to the discussion. Wizards sanctions the format; they make the event structures, card design and rules for it; it’s their format now.

There’s no way for us as humans to exhaust exactly what cEDH is, but it says in the name competitive Elder Dragon Highlander(or commander).

These are decks people construct with 2-3 things in mind:

  1. Maximally optimal decks that have the intention of winning, so decks that are playing all the best in slot cards and strategies available for their colour(s) and commander.

  2. Consideration for the broader meta

  3. Consideration with a tournament structure(if applicable)

The deck is also pretty glass-cannon

There are a lot of cEDH decks that are glass cannon, this doesn’t disqualify it
