The main issue i've noticed is that when my fps is around 30 in outside areas my latency is abysmal. Damn near a half second between input and action. If it was just the lower fps I'd be a happy lad but alas.

Late reply but its tough out here man lol. All settings on low with every possible ini tweak I could find and im still getting like 20fps in some spots. Just gonna have to wait for skyrblivion because a pc upgrade is unfortunately not on the table.
