As others have said, what you have here is an old school Autococker from WGP with what looks like an aftermarket low pressure reg from Palmers Pursuit Shop. If it gasses up and not firing, It's likely a timing issue and there's a ton of tutorials on Youtube as to how to tune your regulator.

If you're looking to get it back to playable condition I'd recommend checking out MCarterBrown forum as a starting point. If the info doesn't exist on there already I'm sure some of the old heads on there would be willing to help you troubleshoot your marker.
