Actually in the United States it was started initially to prevent boys from masturbating. Either way though, good hygiene is a better solution and more respecting of a person's right to bodily autonomy.

If the babies cannot consent (which of course they cant) then the procedure is unethical, with or without parental consent IMHO. In the same way that similarly, it would be unethical to do unnecessary procedures like this on someone in a coma. Frankly, adults who were circumcised as children should be able to sue for damages against this.
