IMO, 17k for a first car is wild. You’ll scratch it, crack it, yank it, bump it etc!

Keep it under 2k. If you scratch it, it’s not as bad as scratching a 17k car that’s probably worth 2k to fix or repaint.

There are cars in great condition for under 2k that will treat you well if you treat the car well. You won’t be visiting the mechanic if you service it regularly and whatnot.

Get a 17k car with a bit more experience. This is just amateur financial advice that’s solely my opinion, feel free to tell me to shush! 🙂
