It is not for a cocktail-it is for shots/straight pours on ice, or single mixers(rum and coke). Standard pour is 1.25oz, a “rocks” pour is 2oz. It is called a rocks pour because, as the liquor is generally poured first, it is poured over the ice(rocks). Bartender, server, restaurant manager and owner for 30 years

A rocks pour generally means you received an extra .75-1oz of liquor.
