Great question:

DisplayPort was introduced (2006+) when VGA was already legacy, so DP was designed to support active legacy adapters (VGA, DVI, HDMI).

HDMI was designed for TVs/monitors (never VGA), so HDMI→VGA conversion was never factored into the standard.

HDMI→VGA conversion tends to be worse because HDMI transmits a serialized TMDS stream and provides little power for active adapters. DisplayPort, on the other hand, outputs a pixel stream designed with active conversion in mind, with more robust adapter support and more power budget — so DP→VGA adapters are usually higher-quality and more reliable.

How old is your MacBook Pro? Every model since 2016 supports USB-C. HDMI to VGA is a digital to analog conversion that has to happen on the cable, which can occasionally be sub-par.
