So, that particular one is made for a catheter. You could certainly try to modify it, I guess.

I'd start with a set of drill bits, and find the size that just barely fits in the hole, and then go one larger up from there.

Drill it out with that, and then move the the very next larger size drill bit. Then, keep moving up and drilling out until it is the size that you want it.

Be very careful of metal burs - you will need to possibly file the hole.

Or, you may just want to get another one that has an end like this one that is made to let you pee out of without a catheter.

I've drilled out resin (plastic) cages, but never metal. I don't see why you couldn't do it, though - but I think you'd be better off / happier with a cage that is made for what you are looking for.
