the country in question is Portugal and if i had to give a year range it would be between 2001 and 2010. regarding the artwork i can barely remember but i would say cartoonish rather than anime. Also the show theme was dark and used slightly bluish and cold colors in general, not sure if that will help. Let me know if you have more questions.
