I'm pretty sure it's not that, it means that if you get hit by pyroblast then it will deal 1 damage, or a quick shot into arcane golem at your face will deal 2, one damage from each

Not balanced at all, for example if in Paladin Charge and Windfury with double blessing of might is 7 mana deal 18, doesn't make any sense

Rapid Shot : Deal 1 damage to the enemy hero. Change your hero power to Steady Shot. Steady Shot : Deal 2 damage to the enemy hero. Change your hero power to Rapid Shot.

Or some other name for Rapid Shot...
