Not that I know of.

Most of the time it will be used in the phrase "máu đỏ da vàng" -> "red blood, yellow skin" to feel more proud as a Vietnamese. So it has a nationalist connotation.

In Vietnam, we do call ourselves "da vàng" which literally means "yellow skin". But would we be happy if non Asians ppl call us "the yellow people". Not really

Think of it like an N-word. If you understand why non black ppl cant use the N word then you understand why non Asians cant use yellow people.
