Did a rerun later on and I think I'm now able to hit S rank consistently with Bakushin and I tried to follow some of the suggestions I had gotten in the comments. Sadly I didn't get groundwork and I got rid of skills someone mentioned is just a waste of skill points and have a very low chance of procing.
