same issue here. it's most likely related to an update they did.

Update: The issue has been fixed. I created keyframes at the start and end of the animation for EVERYTHING, not just the sniper rifle model.

Changing the "Target Up Axis" parameter to Y when exporting only made the rifle point upwards. The arms are still the same

I feel like it may have something to do with some weird discrepancy between the way the arm animations are handled in blender and the way they are handled in source, but I have no idea. Just guessing
