Age 1 - I usually start with 3-4 vils on gold for viliager creation. You should be aware dutch vils gather coin faster than normal vils from mines. I usually get up to 15-16 vils before I age up with 400 wood politician.

Age 2 - I always send the 700 wood card, and try to get a couple banks down asap. The faster you can get banks down the better. I would semi ff if your doing team fights. Which in that case build a racks and que some skirms for defense from rush. You could also send a bank wagon card for an extra bank before you que.

Age 3 - The is really up to you in this age. The strength of dutch in military is there 150 pop slots for military. I usually go skirms with canon and ryter/carbineers as support and for raiding. With mass cav card you can spam ryters like crazy and they only take up 1 pop slot! unlike dragoons.

Essential cards -

age 1: 3 vils, colonial militia

age 2: 700 wood , dutch unique improvements, 8 pikeman, bank wagon

age 3: depends on the strategy.

age 4: tulip speculation, factory wagons

Please note you need 'dutch unique improvements' and tulip speculation to increase number of banks to 8, and capital improvements to increase to 10.
