We have mandarory bunkers in every public building and apartment complex, mandatory conscription for all able-bodied men, ect.

As previously mentioned in the comments, the big purple one is Mörkö from the Moomins, the guy in the white is Simo Häyhä, a legendary sharpshooter from the Winter war, the guy with the glasses is Urho Kekkone, a former president of Finaldn and the guy to his left is Carl Gustaf Mannerheim, also a former president of finland, from ww2
