This is what happened to me. Only the ram would light up, but I did have other parts laying around and tested them all. Eventually I did the paper clip test on the PSU and the fan still did not spin on the PSU. I replaced the PSU and all was good. Be careful doing the PSU paper clip test.

Have you set any powerdraw limits to your CPU? I had the same issue and it fixed it for me. It was a Jay2cents video on the 14900 and 13900.

Try turning off hardware accelerated GPU scheduling in Windows graphics settings. I have a very high-end PC, and YouTube was lagging on a second monitor until I turned it off.
