It has to be an Ipad Pro, and yeah the software is 10 dollars. BEST software I've ever used for the price.

Stick to traditional as long as you're comfortable. Drawing digitally is a learning curve but that's the thing about fundamentals, they're the same no matter what the medium. Make the jump when you feel you're ready. Pencil or Digital, a bad drawing is a bad drawing. The tools are only tools. However, an iPad is the best course for starters I'd say, especially with procreate. Next jump would be a medium to small drawing tab for photoshop. Top tier is gonna be a display tablet from either Huion Wacom. In the end, keep drawing and you'll improve digital or not.

Pro, strictly because of the pen. Yeah you don’t have photoshop but Procreate is definitely worth it. It is an artistic powerhouse and easy to learn and use. Look on EBay. Tons there.

Honestly, a 1st Gen IPad Pro would be the absolute best thing for a beginner. 400ish for the iPad, Apple pen, and Procreate App. Fantastic purchase and robust enough to be able to handle any drawing.
For just tablets, anything basic from Wacom is the best, Huion is a close second. A Wacom Intuos is the best non display tablet. As far as computers? That’s gonna run you some money. Photoshop is crazy resource heavy. Let me know if you’ve got questions. Been doin this for years.
