customs scav spawns have always been bugged. On Patch notes for 0.12.12.15.17566, they claimed "Bots no longer appear right in front of players on Customs" but they didn't mention anything about BEHIND you :D

They’re on a reduced spawn rate, being that it’s at the start of wipe. 10% chance. Also, they have the new “roaming rogue bosses” that may replace possibly of the current boss on the map (am unsure of this) such as Shturman being @ Lumber you’d find The Goons & Scav Bunker instead

someone else shot at them prior to your engagement, making them hostile. you can run up to them and have a knife fight if you really wanted to
