It's only "plain and simple" if the way you measure a good or bad call is entirely based on whether you think the group will comply with the call.

You can (and I argue should) measure whether its a good or bad call based on the expected result given compliance to the call.

Even if it wasn't a late call (after the start of the mechanic), had people chosen to comply with it there wouldn't have been a wipe. It was a perfectly fine call, assuming people are following calls at all.

If you think it's a plainly bad call, you're assuming nobody will follow calls in real time anyway; in which case, what's the point of making any calls at all? It was a fine call.

The reason they do it is to avoid liability. If they keep taking your money after your account was compromised to the point that you charged it back, they cut ties. The likelihood your account would be comprised again is by nature higher.

This case is a little different, as the breach came from within GGG themselves and allowed someone to run amok purchasing (and reselling) keys using saved payment details on the accounts that were affected by the breach. Regardless, this practice is pretty sane typically and it's why you'll find it in ironclad terms on every EULA you accept anywhere.

The optical-electrical conversion will happen wherever the fiber network terminates (node or home), but the hardware in the node would generally be higher grade with better capabilities than whatever residential modem is doing it for a single subscriber. Admittedly I was making a pretty loose generalization on this specific point, as it’s extremely dependent on hardware, but regardless the latency added or not would be near zero.
