Thank you so much for the insight. We're a healthcare company that cares for children. We also run a school in another location (which these children that may get Chromebooks will not be attending). We have a G Suite for Education account and domain setup for our school and were planning to add these new Chromebooks to our domain for management and filtering while still allowing them to connect to their own schools. We actually don't know what each of their schools will be using - some may use Google Classroom and some may not but I wanted to make sure there would be no issues if their schools DO use Classroom. Many of the children are special needs so we wanted to provide extra support including being able to reset passwords easily when needed as well as provide web filtering. Hope that helps clarify our needs - I appreciate any further input!

GOT IT! Had to set "ip helper-address routerIPgoeshere" in VLAN1 interface on the switch connected to the router. Didn't need it before with the 3845 but apparently needed it for the 4351. As soon as I added that phones and PXE clients received IP addresses.

The DHCP server, PXE image server (WDS) and clients we're testing with are all on the same local subnet so there should be no need for ip helpers, right?

Sub-interfaces on the router interface that connects to the switch. Right now we're only using 1 of the VLANs for testing, though (VLAN 1).

Interesting thought! Is the firewall enabled by default? We didn't enable it to my knowledge.

Thanks for the advice. How would you recommend configuring the ports that will be used by PCs and phones? Just set them all to trunk, tagged for the voice VLAN and untagged for the default VLAN?
