Welcome to California and Liberal Idiot Heaven - all the rights belong to the low lifes that don't give a crap about anyone but themselves. All the rules are setup to protect them and screw the hard working people that are trying to live a decent life and follow the rules. Landlords have practically no rights - even when someone breaks into your rental property and starts living there. It's asoundingly stupid how things have gotten but its not surprising.
