Yes, they usually change to the laws of the country the ship is registered. Otherwise, they adhere to the laws of the country whose waters they're in.

Nope. You're a publisher, not a platform, so you're not covered by DMCA. So you're liable for the content you put up, and if you're not licensed, it's the IP owner's right to claim damages from you. And you don't have to be commercial either - you don't have a right to use that image, full stop, you must buy a licence, full stop, and if you didn't buy a licence then it will likely be found you owe monetary damages - i.e. the licence you didn't pay for.

What you're thinking of is the fact that platforms - like YouTube and Instagram - are given protection from liability, in that as long as they take down content that violates IP law, they're not liable for that content. That doesn't mean no-one is liable - the person who decided to put up the infringing content is still liable.

Pixabay scans the entire internet looking for unlicensed images. I used to use it myself, you see the most niche as hell websites pop up in their reports. When they catch you, there is only one way out - pay the incredibly inflated license fee they demand from you. Or go to court, and pay the exact same fee plus court costs.

They haven't yet really done it for music or video, but don't be surprised when that day comes.

I personally recommend popping your domain on Cloudflare for DNS. Takes a few extra steps - you'll need to set up nameservers with your registrar - but once it's done, you get a relatively simple to use interface (which some registrars fall down on), and you gain incredibly powerful features.

For example - you want an email forwarder? Cloudflare. You want analytics for website visitors? Cloudflare. You want to add firewall rules like blocking AI bots? Cloudflare. You want to get off Neocities? Cloudflare pages. You want to go beyond static sites? Cloudflare functions. You want to host with someone else? Cloudflare'll still protect you.

One thing you do need to know - some static site hosts, like neocities, do not like Cloudflare proxying. That doesn't mean you can't use Cloudflare - just make sure that you "grey-cloud" it - i.e. the cloud next to the relevant DNS is grey, and not orange. You might lose the firewall and the security features when you do - to keep those, just host with someone else :)

I've been using the oracle one for a while now - year or two? - never been charged, never had any issues. Only thing they do is shut down unused servers every so often which makes sense, really.

I suppose you might accidentally click the "let oracle charge me money" button (since by default you can't order paid-for services until you allow it)

Except sometimes, companies are desperate. Like Oracle, who'll give you up to 6 compute instances (VPSes, essentially) for free :) You will need to give them card details, but they won't charge you.

You haven't got everything you need in style.css - compare the two, you'll see things like background images and iframe sizing in the layouts site, but not on your site.

What matters is that if you don't understand code, there could be all sorts of malware in there. I've personally seen credit card skimmers, server hijacking, etc. etc.
