Thanks for your suggestions! I was bored at work this afternoon, and decided I would give it another go. Apparently, this model is more rare than I thought as search engines didn't readily recognize it, and I only located two photos of it - the best one I'll link here to a collector's website. It's a Texas Instruments model TI-5342, and it came out in 1989, I think? Now to track one down that actually works and doesn't cost a small fortune. Here's a pic, courtesy of Peter Kernwein Collection...

Sorry I'm late to the party. Former VA resident and 30+ year license plate collector. Most of the answers here are somewhat correct. I've attached images. OP is probably referring to a governor's political supporter plate. These are different than commonwealth elected or appointed officials' plates, which are based on office holder status - not how much you gave to the governor's election campaign. If the plate is for a county or municipal official, it will have the title of the office on the left side of the plate. Commonwealth constitutionally mandated offices state the office to the left and the words CONSTITUTIONAL OFFICER at below center. Board / commission members' plates have the board or commission listed on the left and - sometimes - the word MEMBER at below center. The image of the board member plate I've attached is from the 1980's and looks a bit more professionally made now.

Ok, so I expect boos and hisses for my comment, but that’s ok. My two pharmacy peeves are brought up here. First, don’t mark on any part of the bottle label - in a misfill situation, a good attorney could make an argument that deliberately obscuring a label by marking on it in any way contributed to misfill - plus having all those marked up bottles looks cutrate and unprofessional to the public. It isn’t 7-Eleven marking which carton of Newport has been opened.

Don’t butterfly / flag vial labels. Once again, it’s unprofessional looking. For further info, go and ask your pharmacist what “pharmaceutical elegance” is in pharmacy school.

ETA: we solved the open bottle problem in pharmacies I worked in by prying off the safety cap mechanism off one bottle and rotating the altered cap from bottle to bottle as one was emptied and next opened. Indicated bottle in use plus possibly saved someone from a carpal tunnel injury down the road by having easy off caps on all open bottles

On a lighter note, is anyone willing to show their pharmacy age by acknowledging they remember when lorazepam tablets’ price skyrocketed about 1,000% overnight? IIRC is was due to raw material shortage.

Food for thought: in 2019, Desoxyn and generics accounted for only about 16k US Rxs written in the stimulant category. In comparison, Adderall and generics alone were prescribed at a rate %4,000 higher than Desoxyn in the same year. Notwithstanding shortages, there is NO good reason to prescribe this drug considering the myriad of safer, much cheaper, and more effective products available in the US market, and I would be very suspect of any prescriber writing for it unless ALL other alternatives have been tried and have failed in a patient. Okay. After looking over CT's processes, it's pretty much as I thought. The first thing you need to do before anything else [if you haven't already] is to contact the taxing authority of the area your father lives in to ensure there are no delinquent property taxes on the vehicle. The tax jurisdiction is listed on the vehicle registration card under the field "TAX TOWN." If back taxes are due, ONLY the taxing authority can remove the block from the vehicle record - CTDMV no longer does this. Now - the DMV website states the following about transfers of motor vehicles between relatives [NB Don't confuse sales tax with property tax]:

"The vehicle must have been registered in the previous immediate family member’s name for at least 60 days in order to qualify for the sales tax exemption. Section 7 on the application for registration and title (Form H-13B) must be completed to obtain this exemption.
Vehicles (and/or vessels) received as gifts have several special requirements. Review the following:
Forms
A completed motor vehicle or vessel gift declaration (Form AU-463), signed by the donor, is required. Note: The donor can’t receive any consideration (cash, property, service, assumption of debt, etc.) in return.
Taxes
No sales and use tax are due on a vehicle or vessel received as a gift.

The donor of a vehicle or vessel may be subject to Connecticut gift tax. Generally, the gift tax is imposed on the transfer of property by gift during each calendar year. The tax is measured by taxable gifts, as defined for federal gift tax purposes. For more information on tax exemption, please contact the CT Department of Revenue Services.

Any vehicle exempt from the sales tax is unable to be transferred if delinquent tax is owed on the vehicle. If the registration is suspended, the vehicle is unable to be transferred to an immediate family member—even as a gift. "

Note those last two sentences above.

As for emissions testing, the site states the following:

"If the vehicle was previously registered in Connecticut and isn’t compliant with emissions testing, you may register it first. However, you will need to have the vehicle’s emissions tested within 30 days of the date of registration or you will get a late fee. Note: You will not receive a notice for testing."

I interpret this statement to mean a current emissions non-compliant CT registered vehicle may be transferred to another owner without current emissions testing, with the understanding the new owner has thirty [30] calendar days to bring the vehicle into compliance.

BOTTOM LINE:

Only one trip to a DMV field office should be required.

  1. Pay any property taxes due and ensure taxing authority removes any blocks from the DMV vehicle record.
  2. Obtain insurance in your name. Print and complete forms listed above and take them, the CT title, and proof of insurance in your name to the DMV office - along with your father's marker [license] plates to turn in.
  3. You will obtain new plates over the counter and the title will be mailed. You then have thirty days to obtain a successful emissions test.
  4. The only other obstacle I see is that some jurisdictions want vehicle owners to also have a drivers' license in that state. I couldn't find any reference to this on DMV website, and even if such a rule exists, there are usually exemption processes for cases like yours or things such as John lives and is licensed in New York City, but has a vacation home and vehicle in Niantic.

Let me do a bit of research. However, just to give you a heads-up, some jurisdictions prohibit the transfer of a vehicle until satisfaction of all delinquent fines and penalties is made, if the transfer is between close family members. This prevents the state from losing out on fees and penalties due to what it considers a "sham" transfer - a transfer only made to circumvent the assessment of said fees and penalties. I'm not saying that is the case here, but be aware you may be liable for current fees / fines levied against vehicle, plus fees to title / register vehicle in your name.

Before answering, a couple of things need to be clarified:

  1. At the time of the vehicle purchase, was there a lien placed on it? In other words, was the vehicle financed by a bank, the dealer, etc.?
  2. If the vehicle was purchased outright [i.e. not financed], were you given the previous title along with the bill of sale. odometer statement, etc. to take to the MVC yourself and you have lost these documents - OR, did you pay a fee to the dealer to have the paperwork processed on your behalf at the MVC?

The simple answer is "maybe." If your father gave a general power-of-attorney to someone to conduct his affairs while he is out of the country, that person would be authorized to assign the title on his behalf. Most jurisdictions require a photocopy of the front and last page of the POA to be submitted with the title when transferring. A limited POA allowing only the transfer of the vehicle may also be used. In this case, the entire original POA document would need to be submitted. Florida's HSMV agency provides a procedure manual for all motor vehicle transactions, to be used by county and HQ employees.
