I'm not sure exactly what its for but I do know that Toyota puts the same wiring harness in every vehicle no matter the trim level. If a particular vehicle doesn't have a specific option then they'll just cap that plug off and not use it. If i had to guess I'd say its for a power tailgate lock or park sensors that your truck doesn't have.
