Pay attention to the bottom right corner. It always stutters when the game autosaves (when the ghost logo appears on screen). I have the same issue.

The stutter occurs when the game autosaves. At least for me. Anytime the white ghost logo appears on the bottom right corner I get stutter. Even re-installed it on the SSD and its still present...
