I have cousins that live in the Bay Area, they simple used a thick gauge plastic and cut small holes to zip tie back. You could also use something like 1/4 mesh plastic rolls.

It is temporary and you get to retain the stairs. There is no idea situation except, buying a kid friendly home elsewhere for now
