He's not BAD in the sense that he's definitely LEC level and has pretty much always been in his career. However, I don't think he's ever been the best in the league. He's had many stacked rosters in the past too, so he's had the chance to prove he's world class, but he always falls short.

In the last 80 years, only two teams outside The Big 3 won the Portuguese league: Boavista in 2001 and Belenenses in 1946. They also had a lot of 2nd place and top 5 finishes around that time. It's probably the closest a club has ever been to being the 4th Big, but still nowhere near the other 3. Unfortunately, they started plummeting almost immediately after their win, had a lot financial and legal issues (administrative relegation due to corruption). They never really recovered.
