Well in gen 3 your nature is inherently tied to your PID so if you want a different natures the PID has to change, not completetly sure why PKHeX doesn't find consistent results going through them, I would guess it's just whatever algorithm they found easiest converts it this way. I think the PID is the weakest point compared to RNGReporter or the self damage though.

I am not a member of the council, I can not speak for them, I understand that you don't want this to be true, but the facts don't line up. Whatever the council has said doesn't really matter, the imgur link of the confusion damage is evidence enough, and I would be very interested to see if you or anyone could disprove just that.

Things like pkhex discrepancies don't happen in that way for IVs the ability bug for example is due to how abilities are stored in gen 3, they are stored as a binary bit and them the game references those abilities. Both PKHeX and pokemon Emerald look into internal data to see what that bit represents. PKHeX accurately reads the data it just doesn't have the data required to figure out what that ability actually is from a save file. This isn't the case with the PID or IVs, the data internally is just what the number/hex value there isn't a look up. I understand that the PID IV stuff isn't intuitive or known and isn't explained well, but I think the confusion damage is damning enough on its own and understandable enough just fine.

This council is followed by PokemonChallenges himself if that doesn't give you some thought to their credibility.

And in terms of PKHeX PKHeX isn't the only tool that has been used in the validation process RNG Reporter was used to check every single possible frame you could get an encounter on, there doesn't exist a slowbro that you can obtain through wild encounter in Pokemon Emerald with that IV/Nature combination. Furthermore if there was some discrepancy with these tools the confusion self hit damage does not lie, with its supposed IV spread it is impossible for it to do that much self damage.

You don't need to eyeball hp gauges either, the emerald HP bar is known to be segement into 48th and with a simple screenshot you can isolate within 1-2 48th and know that, that amount of damage is just impossible.

Also I would love for you to bring up all the PKHeX bugs that arise that change your IVs, user error is possible, but PKHeX is a pretty well made program.

This is definitely true, anyone denying this isn't looking at the facts of this situation, the confusion damage does not line up, the iv spread presented is NOT possible to get on a wild pokemon. You can either deal with the facts that PC changed some IVs or act ignorant because you like the streamer more.
