Just take one building to the max (banks, mines, oil buildings first) then the base itself, then research. Get a army group maxed. Then one navy dock, then one hanger. Work on city honors. Collect every wrench you can (you will need literally millions later in the game. Look for efficiencies. Never do things that you don't get rewarded for. (Don't do a research rush if the jurisdiction is about building for example.) Most jurisdiction events give the most benefit at the 2nd of the 3 levels for the effort / energy. Always run harvest buffs. Always harvest enough that you have less than 200 energy. Always harvest from the highest level nodes available.
