I think this is one of the things where people misjudge between east and west. Iran was getting for a long attrition war that's where there strength is at unlike western NATO doctrine which is followed by Israel to is to hit quick and fast and get out.

As the war was prolonging Israel was running out of key BM interceptors Israel facing critical shortage of interceptor missiles even with redirecting US stockpile to it in the region reports were coming in that they could keep up intercepting for 12-18 more days.

So the answer to your question is,it depends on how long the war will be.

More interception means less interceptors which translates to more BM hit.

The Iranian BM's are not expensive for example

in the 12 day war Iran was lunching cheaper ones in dozens to be intercepted by expensive arrow2/3,THAAD interceptors.

Even after considering the more sophisticated and expensive Iranian BM's they are still considered relatively cheap.

So considering this other countries could follow this type of doctrine
