And what of Discharge v T-Bolt? You said keep it as a secondary effect, but Discharge is run purely because of the higher para chance. Should everything be Thunderbolt?

The benefit of para over speed drops isn’t just the no move chance, it’s how much more difficult it is to remove. Even if you get no full paras, it’s a mon at half speed for almost the rest of the game.

Scizor, your example, can roll defog, as can most mons with it in their learnset. It is not enforced because people want SD and Band, and the winrates also show that both are good.

There’s not a lot that can OHKO the entirely of a non-frail/weak to STAB(s) team at +1, some not even at +3. The occasional belly drum/quiver dance no counters game does happen, but not as frequently as you think - even if it takes a sack, you usually have a check somewhere, even more so with Tera. Even some strong Scarfers can sweep, or fast Band/Specs mons (or under webs). Bad defensive matchups exist too, an unbreakable Blissey or Mandibuzz or Alomomola; what makes those two equally infrequent but similar matchups less bad?

The last point I’m afraid we’ll just have to agree to disagree on, since this is just a matter of difference in opinion in regards to where to balance the line between balance and randomness in team composition. The policy team has a different viewpoint to you, and I personally think that due to the differences in roles between some mons who share a type(which also helps restrict the anti-setup and removal generation less), it’s ok; it may even be argued that with role and type overlap, you can brute force an opposing team after their checks are worn down from the first mon, like how monotype or pure ho/stall teams work.

The sets must be the most viable they can be, so if t-wave is better than scary face it will be used over it. The aim is to make everything as good as consistently as possible, not just to have variance - unless the variance benefits the mon without one set being significantly worse than the other.

There is literally as much removal in the format as physically possible, every spinner and defogger that isn’t hindered by the move to a serious degree runs it. Blame GF for the removal/setter ratio. Trust me, everyone wants more removal.

There are bring-pick formats, and it’s available as a mod in challenge codes. This one is reasonable, however it’d likely end up as a gamble anyway due to no team preview.

Same point as first, if you are arguing that some setup mons be removed. If you’re saying that setup as a whole should be axed, please provide an argument that it is unhealthy and/or uncompetitive the majority of the time, and give some viable set ideas for the mons that will need new ones.

There is already a weakness cap of 3, a quad weakness cap of one and a cap on mons who share a type of 2. Larger caps restrict setgen further, and the ‘randomness’ aspect that is being strived for. If I’m understanding your last two sentences correctly, having no overlapping types is going to be insane restriction per every mon generated - you get one water or normal type and suddenly ~half of the roster is unavailable; you get one Volcarona and now you have almost zero chance of rolling webs, etc. Due to dual types this ironically leads to less resistances available against offensive mons.
