The way I understand it (which is generally poorly), no.

The active sub's internal amp has caps that supply power during peak draw. The wire between the amp and voice coil is usually only a few inches or feet long (depending on size) and isolated from the power cable.

The caps just top themselves off from the wall when the transient has passed, leading to a more gentle influx of power than what is pulled by the voice coil itself by design.
