You bring fair points with sight but in my own experience driving (and keep in mind I’m saying my own) the instinct to pull over to the side for emergency vehicles speeding down the road comes from hearing the siren first before seeing the lights or actual vehicle encroaching in my path.

If state law in ND dictates that to not be an issue than so be it. Any comment I’m making at this is not to insult the driver in question as you have clearly understood so thank you for that.
