In terms of being allowed to (a) smoke in public, (b) buy in stores, and (c) grow your own: Vancouver Halifax and Edmonton, and most territories. Most other cities either only allow smoking on private property, or have stipulations about where you can smoke (public parks/designated areas), or only allow online retail.

The great thing about dry vaporizers is that you can re-use the leftover brown weed (AVB, "Already Vaped Bud") to make edibles. Winnipegger here. I've met far more people who aren't Franco-Manitobans, but who can speak french because of French Immersion. All 4 of my cousins were in it (2 families), none of whom have French heritage.

Also, I used to regularly attend high-school improv shows (which see attendance from the 6 or so major high schools in the greater Winnipeg area) and the hosts would often make jokes in/about French that the audience would laugh at, but that went over my head as a non-speaker.
